Rent Advance Payment Scheme (Raps) 

 

This scheme offers prospective tenants the opportunity to pay their rents on a monthly basis instead of the rent for longer periods demanded by landlords. The uniqueness of the product lies in the reprieve it gives prospective tenants over the burdensome issue of huge rent advances in the prevailing real estate market.

Low-income earners, as well as newly employed personnel, are bedeviled with the daunting task of sourcing huge sums of money to pay rent advances to landlords before securing accommodation. These monies are sometimes procured at very high interest coupled with endless frustration in the search for accommodation. This product is completely eliminating the frustration and risk of the accommodation seeker by making available suitable premises with pre-arranged financing to cater for the rent advance. The prospective tenant only has to deposit three months of rent as a security deposit against any eventuality during the tenure of the rent. The security deposit shall be fully returned to the tenant at the successful completion of the lease term.

Property Rate Assessment & Collection 

 

Local governments are tasked to supply a range of services – from those that exhibit mainly private goods to those that exhibit mainly public goods characteristics. Executing these tasks requires huge public expenditure and needs to be financed by citizens who demand these services. In most parts of the World, this is done through property taxation together with central government subventions. However, property rating in Ghana has failed to provide the expected bulk of local revenue to offset local government budget deficits and supplement the District Assemblies Common Fund at the Metropolitan, Municipal, and District levels.

The application of good governance is necessary to improve property rate administration as a reliable source of local government revenue and balancing factor to her budget deficits.

It is widely accepted that an effective and efficient revenue mobilization system at the local level is critical for the successful running of local government (Ellis et al., 2007; Oluwu & Wunsah, 2008). As part of Ghana’s fiscal decentralization, MMDAs are thus responsible for the generation of revenue to support their activities. This is to be achieved through the imposition of rates, taxes, and charges within their jurisdiction. MMDAs are empowered by the Local Government Act, 1993 (Act 462) to raise revenue internally under the leadership of elected members of the assembly or those appointed by the Metro/Municipal/District chief executive (MMDCE)

Property tax, like any other tax, is money most people would prefer not to pay if they could avoid it. But like every other tax, in an ideal system where all institutions actually perform the tasks they are responsible for conscientiously and without prejudice or bias, this is a very important source of funding for the government. Property rate is levied annually by local authorities on the estimated value of the property, depending on the classification of the area where the property is located.

The efficient property rate is hinged on the accuracy of the valuation and that if the assessment was not properly and professionally done the process would be flawed and also lend itself to many challenges resulting in potential revenue losses to the assembly.

Shelter Mart will utilize a web-based system for the project. This system is beneficial with greater transparency, convenience, timeliness, responsiveness.  Using this software module the assembly would be afforded timely awareness about the Revenue Collection from time to time in a particular Revenue year.  This software module generates various reports based on the Revenue Collection entries made over the period. This system module also gives a graphical representation of the data and its stores and backup the data easily. Key stakeholders of the assembly would be given access to the system for timely updates on the revenue collected so far.
